The Criminal Investigation Division, the enforcement arm of the West Virginia Department of Revenue, State Tax Division, is seeking applicants for a position as an Investigator Associate. Under direct supervision, at the entry-level, this position will conduct investigations of violations of state laws, agency policies, and regulations administered and overseen by the State Tax Division. Work involves direct public contact as well as contact with business representatives, attorneys, and government officials. These positions are subject to being in on-call status during non-business hours.
The successful candidate will investigate, inspect, report, and work to obtain evidence of reported fraud and violations of statutes administered and overseen by the State Tax Division while maintaining confidentiality and professionalism. This position functions at the entry level, under direct supervision, conducting investigations to develop knowledge and skills needed to work more independently. Examples of work include but are not limited to:
Performs related work as required. Travel is required, so a valid driver's license is required. Position is subject to flexible shift schedules and on-call status.
The successful candidate will have good communication skills with the ability to communicate via email, text message, phone call, and in person. This position will require attendance at court hearings, tribunal hearings, meetings with attorneys, and providing testimony under oath. The successful candidate may be called upon to represent the agency as a member of working groups or task forces or to attend information sharing meetings with other stakeholders. Regular contact with the public at large is extensive.
This is a field-based position, and following training, headquarters will be the employee's home. Therefore, the chosen candidate must have suitable office space and the availability of high-speed internet at their home. A self-starter with the ability to be accountable for their time and whereabouts to the chain of command is a must. The chosen candidate must be able to learn quickly, apply knowledge obtained, and effectively communicate what he or she has learned to others. Must be able to work both independently and as a member of a team. May be required to deal with situations that are potentially dangerous.
Employment requires a fingerprint-based criminal-background check to be provided at the West Virginia Tax Division's expense. Failing to initiate the process or cooperate with this process, providing false or incomplete information, or discovery of disqualifying information will result in denial of, or dismissal from, employment or denial of transfer irrespective of when discovered. The chosen applicant will also be subject to a tax compliance check.
Training: Bachelor's degree from a regionally accredited college or university.
Substitution: Four (4) years of full-time or equivalent part-time paid experience working in an investigative unit performing legal research and/or interpreting policies. Special Requirements: Possession of a valid driver's license and the availability of an automobile is required. Qualification to possess and use firearms may be required.
