Position Overview:

The West Virginia Rural Health Transformation Program (RHTP) is a comprehensive statewide initiative dedicated to revolutionizing healthcare access, quality, and economic stability across rural communities. Program success relies on the rigorous evaluation of initiatives (which include telehealth, transportation, value-based care, etc.) and ensuring the highest quality of implementation and data integrity. The Program Evaluation and Quality Assurance Manager must be analytical, detail-oriented, and strategic to oversee the measurement of program impact and ensure data accuracy. This role is crucial for proving the effectiveness of RHTP initiatives, guiding strategic decision-making, and maintaining accountability to our stakeholders and funding partners.

Core Responsibilities:

  • Program Evaluation Design: Design and implement robust evaluation methodologies (qualitative and quantitative) to measure the outcomes, effectiveness, and long-term impact of all RHTP programs.
  • Performance Measurement: Collaborate with RHTP program managers to define clear Key Performance Indicators (KPIs), track progress against goals, and ensure consistent monitoring of program activities.
  • Data Quality Assurance (DQA): Develop, implement, and manage data quality protocols and procedures. Perform regular data audits, validation checks, and ongoing monitoring to ensure the integrity, accuracy, and reliability of all program data.
  • Outcomes Analysis: Conduct rigorous analysis of program data to identify trends, best practices, and areas for improvement. Translate complex findings into clear, actionable recommendations for program enhancement.
  • Reporting & Documentation: Prepare comprehensive reports on program evaluation findings, quality metrics, and impact analyses for RHTP leadership, federal partners, and external stakeholders.
  • Compliance & Governance: Ensure all data collection, handling, and reporting practices comply with relevant federal and state regulations, including HIPAA and specific grant requirements.
  • Continuous Quality Improvement (CQI): Champion a culture of quality improvement across the team, identifying process inefficiencies and recommending solutions to enhance program delivery and data workflows.
  • Stakeholder Collaboration: Work closely with internal teams and external partners (hospitals, MCOs, state agencies) to align on data collection and evaluation metrics.

Required Qualifications:

  • Bachelor's degree in Public Health, Program Evaluation, Statistics, Healthcare Administration, or a related quantitative field. Master's degree preferred.
  • Minimum of 4 years of professional experience in program evaluation, data quality management, performance measurement, or a related analytical role, preferably within a healthcare or public sector environment.
  • Proficiency in designing and implementing robust evaluation methodologies (both qualitative and quantitative), including logic models and outcomes measurement, to assess program effectiveness and long-term impact.
  • Proficiency in using data analysis tools (e.g., Excel, SQL) and data visualization platforms (e.g., Tableau, Power BI) for reporting and monitoring.
  • Understanding of healthcare regulations (e.g., HIPAA) and grant reporting requirements to ensure all data practices are compliant and secure.

Preferred Qualifications:

  • At least one year of supervisory experience.

  • Data Analysis & Interpretation: Strong analytical skills to conduct rigorous analysis of performance data, identify trends, and translate complex findings into clear, actionable insights and recommendations for improvement.
  • Performance Measurement: Ability to define and track relevant Key Performance Indicators (KPIs) and metrics that accurately reflect program goals.
  • Continuous Quality Improvement (CQI): The ability to champion and implement a culture of CQI, identifying process inefficiencies and driving enhancements to both program delivery and data workflows.
  • Strategic Thinking: The capacity to use evaluation results to inform strategic decision-making, demonstrate program effectiveness, and guide future initiatives.
  • Problem-Solving: A detail-oriented approach to identifying data discrepancies or process bottlenecks and developing effective, sustainable solutions.
  • Communication & Reporting: Excellent written and verbal communication skills to prepare comprehensive reports and effectively present complex evaluation findings to diverse, non-technical audiences (leadership, federal partners, etc.). Ability to motivate direct reports.
  • Stakeholder Collaboration: The ability to work closely and effectively with various internal program managers and external partners (hospitals, MCOs, state agencies) to align on data metrics, collection processes, and evaluation requirements.

Appointment and Compensation:

  • This is an exempt (at-will) position under the Department of Health. Compensation will be commensurate with executive-level public service, experience, and qualifications. This position includes full state benefits and travel reimbursement for statewide engagement.
  • This position is a full-time, term-limited appointment for a period of up to five (5) years and is contingent upon the award and continued availability of federal funding through the Rural Health Transformation Program. Continued employment beyond the project period is not guaranteed.
