TITLE OF VACANCY: Psychologist - 260 days
POSITION TYPE: Professional
ADMINISTRATIVE UNIT: TheWest Virginia Schools for the Deaf and the Blind (WVSDB)
LOCATION: WVOCDB - Romney, West Virginia
To facilitate learning and to promote the cognitive, social, and personal development of all DHH and BLV students.
DUTIES AND RESPONSIBILITIES: (Additional duties may be assigned)
- Provide psychological testing to students in a timely manner.
- Implement, coordinate, and supervise the provision of psychological services on the WVSDB campus.
- Act as a resource to school psychologists and special education directors in local education agencies for appropriate provision of psychological testing of students with sensory impairments.
- Participating member of the Admissions Committee
- Maintain the confidentiality of all psychological records.
- Maintain and organize all psychological testing materials.
- Order necessary materials/equipment to carry out jobs and responsibilities related to school psychology.
- Refer individual students to appropriate community resource agencies as needed.
- Assure procedural safeguards and confidentiality for all clients.
- Attend staff meetings regarding specific students as requested.
- Attend Student Assistant Team meetings at assigned schools.
- Assist Eligibility/IEP Team Committees in interpreting psychological data.
- Assist school staff in the delivery and utilization of formative assessments.
- Help teachers determine appropriate modifications, strategies, or interventions for instruction.
- Assist IEP teams in determining special education students' educational and psychological needs and conduct re-evaluations requested at re-evaluation determination meetings.
- Provide consultation services for regular and special education teachers and parents.
- Complete Medicaid billing for all eligible students.
- Stays well-informed of current standards of practice related to accessibility for DHH or BLV students.
- Provide and/coordinate professional development for WVSDB stakeholder groups or other LEAs as assigned.
- Promote 21st Century learning skills as they relate to student support.
- Prepare and sign psychological reports for use by Eligibility Committees.
- Design, coordinate, and implement behavior management plans for students who need them.
- Train and consult with staff on the development and implementation of behavior management plans.
- Provide ongoing evaluation of the school's behavior management system and adjust as needed.
- Assist in compiling manifestation determination reports and functional behavior assessments as needed.
- Review all new special education records of students transferring to WVSDB and schedule record review meetings with school staff.
- Provide crisis counseling as needed.
- Organize and conduct group counseling sessions as needed.
- Perform all other duties as assigned.
QUALIFICATIONS: - Must hold or be eligible for a WV Student Support Certificate endorsed as School Psychologist PK-AD (3800).
- Master's degree in school psychology required, doctorate preferred.
- Five years of experience as a school psychologist preferred.
- Candidates with ASL skills (as evidenced by an assessment score report) preferred.
- Coursework in data-based decision making and statistics desired.
- Criminal background check conducted pursuant to WV Code §18-5-15c and/or §18A-3-10, as appropriate.

EMPLOYMENT RELATIONSHIP: WVSDB staff are employed upon the recommendation of the school's superintendent to the West Virginia Board of Education and are state employees. No representative or employee of the state is authorized to enter into any employment contract or other agreement. Designated employees paid under WVDE guidelines are "at-will" and subject to termination by the State Superintendent of Schools at any time, with or without notice, cause or compensation. Coordinators are paid under the WVDE compensation schedule and are deemed "at will" employees.
The employment relationship between the WVSDB/WVBE and the employee may be terminated by either party. Reasons for termination by the WVSDB/WVDE include, but are not limited to, immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, the conviction of a felony or a guilty plea or a plea of no contest to a felony charge, misuse of funds or property, violations of law or policies of the state board, lack of need, or a lack or loss of funding.
COMPENSATION: Based on WVDE Salary Schedule,commensurate with education level, 261-day annual contract.
