This position serves as a compliance, inspection, and reporting specialist within the Rehabilitation Environmental Action Plan's (REAP) Recycling and Grants Section, focusing on preserving, managing, and protecting West Virginia's environment through strategic waste reduction efforts. Under general supervision, this employee will perform complex professional work in a specialty area related to the preservation, oversight, and enhancement of the state's environment, requiring a strong understanding of state and federal environmental regulations.
Key Responsibilities:
- Conducting Site Visits: Perform field inspections at various facilities, including landfills, compost sites, recycling centers, retail stores, and manufacturing facilities, to assess compliance with state environmental regulations. This involves collecting data, documenting findings, and determining adherence to grant requirements and relevant rules.
- Regulatory Compliance Monitoring: Ensure compliance with specific West Virginia regulations, including: 33CSR41: Rules pertaining to Matching Grants for Local Litter Control Programs. 33CSR10: Rules pertaining to the Recycling Assistance Grant Program. 33CSR11: Rules pertaining to the Covered Electronic Devices Take Back Program. WV Code 22-15A: Provisions related to the A. James Manchin Rehabilitation Environmental Action Plan
- Grant and Lien Administration: Secure and notarize liens on equipment acquired with grant funds. Maintain, amend, and release these lien records at the end of the designated period, ensuring proper financial oversight and accountability for state-funded purchases.
Additional Duties Include:
- Program Oversight and Reporting: Oversee monitoring and compliance for the West Virginia Electronic Manufacturer Registration and Takeback Program and the Retailer Compliance Program. This includes publishing an annual compliance list of manufacturer brands online and collaborating with state and federal agencies to research electronic manufacturers, recycling practices, and relevant legislation.
- Grant Administration and Evaluation Support: Review annual grant requests and conduct performance reviews of quarterly and final reports. Assist in collecting data and tracking trends pertaining to the State's recycling and municipal solid waste rates. Utilize this information to help prepare technical reports and presentations. Maintain program databases and develop statistical summaries to document program activities and efficiency.
- Stakeholder Engagement and Collaboration: Facilitate, mediate, and consult with recycling and litter control work groups, or initiate new groups as assigned, to determine regional needs and foster collaborative efforts. Projects involve partnering with local solid waste authorities, municipalities, waste haulers, educational institutions, businesses, and other agencies.
- Administration and Legislation: Administer grants and contracts, research potential funding resources for REAP programs, and draft, track, and review proposed legislation affecting REAP programs or the concerning environmental issues.
- Procurement and Communication: Prepare specifications, review responses, and approve invoices for payment. Communicate effectively, both orally and in writing, with the public and all levels of government regarding solid waste, recycling, and litter issues.
- General Support: Perform other related duties or special projects as assigned.
