The employee will be assigned to the Division of Water and Waste Management, Permitting / Stormwater section. The employees assigned office will be located in Kanawha City.
The employee will review applications for stormwater permit coverage for highway projects, natural gas pipeline projects, and other types of land disturbance. Serve as an expert on erosion/sediment control and slope stability. Determine if applications for permits contain established engineering standards and best management practices. Serve as the programs primary representative at public hearings. Travel to and assist the Public Information Officer at hearings, be responsible for receiving and reviewing comments from the public on proposed permits and draft the response to comments for the Directors signature. Testify on subject matter before the Environmental Quality Board or other jurisdictions. Responsible for planning, organizing and implementing the statewide programs in the area of assignment while maintaining a working knowledge of current federal and state regulations and laws, as well as, updating best management practices manual. Will also provide assistance to municipalities with separate storm sewer systems and participate in auditing technical aspects of permit compliance when called upon by Environmental Enforcement Inspectors.

Minimum Qualifications
Training:Bachelor's degree from an accredited college or university with a major in Engineering.
OR
Substitution:Bachelor's degree from an Accreditation Board for Engineering and Technology (ABET) accredited college or university with a major in Civil, Electrical, Electrical Design, Mechanical, Chemical or Mining Engineering Technology.
AND
Experience:Five (5) years of full-time or equivalent part-time paid employment in engineering.
OR
Substitution:Masters degree in engineering may substitute for two (2) years of the required experience.
Special Requirement:A valid drivers license is required.
