Senior Project Program / Project Management Subject Matter Expert (SME) - (7813) Work Location: Wright-Patterson AFB, OHCape Fox is seeking a highly qualified professional to join our team in support of a government customer. This position is contingent upon award.Core Duties:Provide program management expertise to support day to day operations within the medical funded Human Performance Research portfolio.Apply acquisition and program management principles, and expertise to assist program and project accomplishment through the various AFRL project life cycle.Implement administrative and monitoring support tools as required to perform daily operations associated with establishment, execution, and assessment of medical R&D projects.Collect, analyze and appraise acquisition data required to draw conclusions and work with the project/program managers to devise solutions to problems relating to improvement of acquisition effectiveness and compliance.Participate and provide expertise in the assistance of development of strategic and tactical acquisition planning by assisting in establishing/recommending scope, cost, schedule and performance parameters necessary to successfully execute projects within the R&D portfolio.Identify and document programmatic risks using expert judgment and historical data, maintain R&D portfolio risk database, implement approved actions and workarounds required to mitigate and minimize the impact of project risk.Assist in the development of necessary contracting activities required to support project contract awards within the portfolio, including preparing a statement of work and supporting documents for Request for Proposal release.Utilize DoD budget, financial data, and contractor reported financial data to analyze, synthesize, and generate reports and other program documentation.Provide support at the executive levels within the Government and to contract/industry representatives, participate in portfolio reviews, conferences, and meetings to deliver presentations on program requirements, advocate program objectives, status, accomplishments, challenges encountered and anticipated.Develop and write technical documentation and briefings for higher level leadership, including program management reviews, project assessment snapshots, and project reporting using DoD electronic reporting systems (Program Management Reporting Tool – PMRT).Work with a team of finance, contracting, business analyst, scientists, engineers, clinicians, research assistants, and other support contractors to collect and analyze project data relevant to support program execution, assessment, and reporting.Employ the skillset to manage research projects and provide project/program management direction across multiple contracted research efforts.Ensure discovered problems/issues are clearly defined and the necessary corrective actions are implemented in a timely manner and/or risk mitigation measures are in place to support research project(s) execution.Perform tasks with a strong proficiency in Microsoft software programs to include Word, Outlook, PowerPoint, and Excel spreadsheets to support the development of electronic products required for project reporting and management oversight.Travel Requirements: 0 - 10%Requirements:Minimum of a Bachelor's degree in a business management, science, or technical field.Familiarity with standard concepts, practices, and procedures within the field of project and/or program management with demonstrated work experience.At least 5 years of demonstrated acquisition program management experience in a Department of Defense (DoD) acquisitions environment.ORAt least 10 years of demonstrated program/project management experience in a technical environment.Experience in technical writing and presentation development, including the ability to synthesize quantitative and qualitative program/project data.Demonstrated experience with contract strategy development, management, and monitoring.Professional, detail-oriented, possess excellent verbal, written, and electronic communication skills.Ability to thrive in a team environment, yet able to complete assigned tasks independently.Possess organizational skills; the ability to achieve set goals; initiative in performing assigned tasks; ability to multi-task; and ability to interact professionally with all levels of personnel.Highly Desired Qualifications:Master's degree in business administration/management, public administration, project management, finance, systems engineering, computer engineering, information systems, computer science, or a technical field.Professional certification in DAWIA career field certification (APDP Level I or higher) in Program Management, Contracting, or Engineering & Technical Management;
