Job Title: Comptroller/Assistant Administrative Services Director

Reports To: CFO/Administrative Services Director

FLSA Status: Exempt
Nature of Work: Under general direction, manages an organizational unit providing administrative and support services (i.e. accounting, auditing, budgeting, purchasing, personnel administration, grant administration, financial analysis, business operations, etc.) in a division. The operations, policies, work processes, and regulatory requirements of the unit are moderately complex, varied, and dynamic, requiring some depth of analysis and interpretation of theory, principles, and regulations of a professional or administrative field. Involves the supervision of professional, technical, and clerical employees. The scope of responsibility includes assisting in: planning the operations and procedures of the unit; directing the work of employees; developing employees; evaluating unit operations; developing budget needs; researching new procedures and improvements; interpreting statutes, regulations, and policies.
Working Conditions: Normal office environment: standing, sitting, driving, walking, lifting, operating a computer and other office equipment, performing calculations, and communicating orally and in writing. Some travel required.
Knowledge, Skills, and Abilities: Knowledge of the principles and techniques of management, organization, planning, staffing, training, budgeting, and reporting. Knowledge of the state legislative processes. Knowledge of the state government organization, programs, and functions. Knowledge of generally accepted accounting and auditing principles and practices. Knowledge of the principles, practices, and rules for federal grants management. Skill in the use of database principles and/or computerized accounting applications. Skill in the use of a personal computer especially in the areas of spreadsheet, database, and word processing applications. Ability to evaluate operational situations, analyze data and facts preparation for administrative policy decisions. Ability to communicate effectively, both verbally and in writing. Ability to use sound technical judgement in determining the accuracy and completeness of financial information obtained. Ability to prepare well-written narratives and supporting financial statements. Ability to work in a deadline oriented environment.
Education: Graduation from an accredited college or university with a degree in a relevant field of study. Master's degree in accounting preferred.
Experience: Five years of full-time or equivalent part-time paid experience as a professional accountant/auditor. Five years of supervisor experience with some grants management and government experience preferred.
Substitutions: Licenses/Certifications: Certification as a public accountant in West Virginia preferred.
Additional Requirements: Valid driver's license is required. Satisfactory completion of pre-employment drug testing. Satisfactory completion of pre-employment law enforcement background investigation, including DMV records. Must maintain a positive image of the Commissioner, West Virginia Department of Agriculture.
